Bills on the Floor?

As a visual artist seeing this online headline, David immediately saw this as either: bills to (hopefully) be passed by the NM legislature or that the NM legislature would soon pick up the bills on the Roundhouse floor to encourage that certain bills would be passed for the bribe (dollar) bills on the floor. What’s your take? (so to speak!)
